Andrei Shkliar is a former law enforcement officer who wanted to resign in protest. It is known that he was arrested in December 2021. He had worked as an inspector of the criminal executive system of the Kastryčnicki district police department in Hrodna. Shortly before his arrest, Shkliar submitted a report for dismissal due to his disagreement with how the system works.
On February 20, 2023, the Hrodna Regional Court started the trial of Andrei Shkliar. He was accused under Part 1 of Article 356 ('High treason') and Article 407 ('Disclosure of preliminary investigation or closed court session data') of the Criminal Code.
On March 2, 2023, Judge Vasil Skok sentenced Andrei Shkliar to 10 years of imprisonment in a medium-security penal colony and 200 basic fines (7,400 Belarusian rubles—approx. $2,472).
