Raman Smolkin is from Salihorsk, Minsk region. The Salihorsk District Court sentenced him to two years of restricted freedom in an open-type penitentiary, under Article 369 of the Criminal Code ('Insulting a government official'), for insulting Siarhei Salavei, the former deputy head of the Salihorsk District Police Department.

The convict was sent to serve his sentence on October 12, 2021.

On February 14, 2022, the court toughened the punishment for the political prisoner. The penitentiary administration recorded his being late for a lecture, sleeping under a bunk, and refusing to clean up as violations. The court sentenced Raman Smolkin to 9 months of imprisonment in a penal colony for violating the penitentiary regime.

In July 2022, Raman Smolkin was transferred to penal colony #20 in Mazyr, Homieĺ region.
