Kiryl Palcheuski is a resident of Minsk sentenced to three years and one month of imprisonment in a general-security penal colony under Art. 342 (group actions grossly violating public order) and Art. 415 of the Criminal Code (evasion of imprisonment). Palcheuski is a person with a mental illness.

Under Article 342 of the Criminal Code, Palcheuski was found guilty of taking part in a protest on September 13, 2020. According to the accusation, he acted out of selfish intentions, as well as by prior conspiracy with a group of people: shouting slogans, clapping his hands loudly, moving in a line, and violating the right of decent citizens to a quiet life.
